Hi All,

First step in setting up a strategic procurement plan is to establish the/your procurement governance document.
2nd step do a orginazation wide spend analysis on all PO en AP transaction (replacing AP line inputs with OP is you can do the match) 3rd step: Document an "As-Is" Apply your findings in the 2nd step and use the governance doc to establish some sort of organogram. Determine a 2B Within the 2B you will need enablers (technology, SOP's etc.)

Hi Kam/ Jacques,
I'm new to this fourm and just a year old in procurement field. Can you please elaborate briefly on how to set-up a Bids & Tenders Department from scratch in a company towards a funded project for a world organisation such as ADB? I would really appreciate if someone can guide me through step by step procedure of setting up bids and tender department as well as it would be really helpful if i can get templates of policies and documents used for setting up from scratch. @Kam - is it possible for you to please provide me the documents templates which Jacques mentioned to you.
