The Role of a Senior Business Analyst – Process Improvement

I am looking for info/tips/ideas on what is/are or should be the key roles of a Senior Business Analyst – Process Improvement in the Contract and Procurement Function of an
Organization, (note I work in the Petroleum Industry involved in the LNG operations).
Secondly what will be a realistic SMART concept Task and Target for same position?
I currently moved into this role after having worked as a Buyer, and I am expected to come up with significant improvement initiatives, which would of course impact on my career path.
Lastly, in this era of economic downturn, most organization including mine is embarking on cost containment initiative, and there seems to be several ideas on cost reduction.
Is Cost Avoidance same as Savings?
